Contrasting Perspectives on Security Forces in Northern and Southern Kashmir

Nature has bestowed Kashmir with breathtaking landscapes and unparalleled beauty. The region’s diverse cultures and communities each display a unique message of brotherhood. However, the connect between the authorities, state forces, and the local population varies significantly between the northern and southern regions of Kashmir. This article explores these contrasting perspectives, shedding light on the underlying reasons for these differences and their impact on daily life.

In Northern Kashmir, the relationship between the local population and security forces has undergone a profound transformation over the past few years. This region, with towns like Baramulla leading the way, has become a model of cooperation and mutual respect.

The transformation in Northern Kashmir is largely attributed to the efforts of dedicated officers like Mr. Shoaib and Mr. Mingha Sherpa. These individuals have prioritized community engagement and trust-building, resulting in a positive shift in the local populace’s perception of security forces.

Mr. Shoaib, the head of a newly established police post in Baramulla, has become a beloved figure among the locals. His friendly demeanor, especially towards the youth and children, has fostered a sense of trust and cooperation. Children eagerly approach him in the park, asking him to play with them, a sight that symbolizes the newfound harmony between the police and the public.

Similarly, Mr. Mingha Sherpa, the Deputy Commissioner of Baramulla, has garnered respect for his dedication to addressing public grievances and ensuring transparency in administration. His open-door policy and equitable treatment of all citizens have eradicated the decades-long nepotism and favoritism that once plagued the region.

The success of initiatives like Sadbhavana, aimed at bridging the gap between the commoners and the establishment, is evident in Northern Kashmir. These initiatives have made a tangible impact on the ground, fostering a sense of inclusion and cooperation among the locals.

One of the most notable initiatives in Northern Kashmir is the Chinar Yuva Centre in Baramulla, a skill development program run by the Indian Army. This center has become a hub for youth engagement, offering various skill development programs that equip young people with the tools they need to build better futures.

One of the most heartening initiatives by the Indian Army involved Burhan Malik, a nine-year-old boy suffering from a chronic cardiac ailment. His impoverished parents were unable to afford the expensive surgery he needed and had left his fate in the hands of the Almighty. However, hope was rekindled when the Indian Army took on the responsibility of covering his medical expenses.

The Army embraced Burhan, admitting him to Delhi’s RR Hospital where he underwent surgery. To this day, the Indian Army continues to manage every single expense for his follow-up medication. Today, Burhan is back in school, playing with friends. Without the Army’s intervention, his story might have ended very differently. Initiatives like these are crucial in winning the hearts of the general public.

During a visit to Baramulla, I encountered a young boy heading towards the Chinar Yuva Centre, wearing a T-shirt and cap with “Khelo India League” written on it. His eagerness and dedication were palpable. When asked if he was an athlete, he proudly shared that he was both a cyclist and a martial artist. He was on his way to meet an army officer at the center, a meeting arranged by the officer the previous evening. This interaction highlights the positive relationship between the youth and the security forces in Northern Kashmir.

Southern Kashmir: A Landscape of Mistrust

This shift is not visible in Southern Kashmir and it continues to grapple with challenges that have strained the relationship between the local population and security forces. This region, affected by recent radicalization and a fresh spree of terrorism, presents a different narrative.

Though not much is not needed to foster a new dialogue and shape a new narrative because Southern Kashmir’s economic opportunities and tourism potential is already shaping the positive perceptions. The region’s natural beauty attracts both domestic and international tourists, and the local population has developed a habit of mingling with outsiders for their livelihoods. The security forces, also have managed to regain the trust by organising medical camps, organising sports tournaments offering helping hand support in natural calamities and in times of need. But the closeness and cordial bonding with security forces that is visible in North Kashmir is not seen in South Kashmir. To sustain and enhance this positive perception, regular bonding and social interactions between the locals and state forces must be facilitated consistently. By doing so, the impact of these efforts would have a lasting effect.

The people of Southern Kashmir often view security forces through the lens of security operations and roadblocks, leading to a deep-rooted mistrust. Encounters with terrorists and the frequent disruptions in daily life due to security measures have created an atmosphere of suspicion and fear. The softer, more community-focused side of the security forces remains largely unknown to the residents of this region.

Recent radicalization has further compounded the challenges in Southern Kashmir. The fresh wave of terrorism has led to increased encounters and security operations, exacerbating the already strained relationship between the locals and the state forces. Most of the dreaded terrorists killed in encounters hail from the south, reinforcing the perception of the region as a conflict zone.

While initiatives like Sadbhavana have been introduced in Southern Kashmir, their impact has been limited. The little connections between the local population and the authorities remains pronounced, and efforts to bridge this gap have not yet yielded significant results on the ground.

Interestingly, the cultural dynamics of Kashmir add another layer of complexity to this issue. The southern areas of Kashmir share cultural similarities with mainland India, whereas the northern areas have cultural and dialectical resemblances with Pakistan-occupied Kashmir. One might expect that the southern regions would have stronger bonds with the state forces due to cultural proximity. However, the reality is quite the opposite.

The initiatives and approaches that have worked well can be replicated and adapted to suit the unique challenges of Southern Kashmir.
