Srinagar, August 3 (TKD): In a massive overhaul of the food subsidy system, the Government of India has launched a large-scale filtration drive under the Smart Public Distribution System (Smart PDS) to weed out ineligible ration beneficiaries. The move will impact over 22 crore people nationwide, with 5,60,524 consumers in Kashmir alone set to lose subsidised ration benefits.
The new system digitally integrates multiple government databases, including Aadhaar, PAN, Income Tax, Transport, Agriculture, and GST records, to ensure that only deserving and economically weaker sections continue to receive ration. Officials say the exercise could save the exchequer ₹50,000 crore annually and cut food grain distribution by 37,000 metric tonnes.
Who Will Be Removed?
Under the Smart PDS, beneficiaries meeting the following criteria will no longer be eligible for subsidised ration:
Vehicle owners, especially four-wheelers and commercial vehicles.
Individuals earning over ₹6 lakh per year as per CBDT records.
Income tax and GST filers with a turnover exceeding ₹25 lakh.
Landholders under PM-Kisan owning more than 2.47 acres.
Duplicate or deceased entries, silent ration cards inactive for 6+ months, and single-member households with beneficiaries below 18 years.

Officials emphasize that the exercise is data-driven and aimed at eliminating duplication, misuse, and wrongful claims under the PDS. However, concerns have also been raised over discrepancies in land records under PM-Kisan, which may lead to large-scale deletions from multiple welfare schemes.
Meanwhile, the Ration Card Management System (RCMS) website has remained offline since June 1 due to technical upgrades and integration of department databases into the Smart PDS network.
This marks one of the largest digital cleanups in India’s ration distribution history, with authorities asserting that the process will ensure better targeting of subsidies to the truly needy.
